Well, except not.

The chassis and body’s $50k out the door. $10k for the engine, $10k for your electronics (you absolutely cannot legally use 77072458AC, you must use a full OBD-II system from an ‘18+,) at least $2.5k in programming work (10 hours is a reasonable estimate,) $700 for the FEAD basics, $250 for the power steering, $1000 to install A/C, $400 in oil pan and adapters to clear the axle and frame, $6,000 for the Tremec TR6060 transmission. That’s $30k and includes none of the mechanical labor or fabrication which is easily going to run you another several grand .

And it’s still not road legal. Period. You cannot legally sell these for on-road use anywhere in the United States, absolutely no exceptions. There is no EPA COC for a 392/6spd Wrangler. Which means they are illegal to register regardless of your state’s emissions laws; they aren’t federalized.

If it were me, I wouldn’t just blindly have someone make me one; there are good ways to make that much more cost effective. (1) I’d find my own Wrangler (so below MSRP if new, or even less than that if i t’ s a 2013-2017, which would make more sense for a swap anyway). (2) Selling the old engine and transmission would take a good chunk out of the net costs.

The result would be a modded, used, already registered car, that achieves the same ends as the $90k one, but at a much lower price.

If the vehicle is not an exempt vehicle, engine swapping is not legal, end of story. No ifs ands or buts. It’s not road legal, it’s not legal legal. You wanna put an LS1 in that salvage title Miata the state refuses to register? Have at it. 2JZ into a 35 year old 240SX? Well, that’s a state question. Passenger car over 25 is conditionally exempt . Vehicles not used on public highways (e.g. anything not plated) are blanket exempt .

Emissions legal 2019 Charger R/T drivetrain into a 2019 Jeep Wrangler?
ILLEGAL. No COC period .
E missions legal 2019 Corvette V8 drivetrain into a 2018 Camaro V6 ?
ILLEGAL. Transmission gearing and engine map is considered in the COC; mechanical similarity is not enough.
Emissions legal 2004 Buick Regal GSE drivetrain into a 2004 Buick Century?
ILLEGAL. No COC for the 3800 in the Century.
Emissions legal 2004 Buick Regal GSE drivetrain into 2004 Buick Regal LS?
Conditionally Legal - this c ombination has a certificate of conformity. Registering states may refuse due to VIN discrepancy, but are not required  to do so .

Legal - states may not refuse on any basis because the engines are recognized as identical or   functionally equivalent by the EPA.

Selling a new OR used vehicle with a drivetrain which was not originally offered or which has no certificate of conformity for that chassis? Violation of federal law whether or not your state does emissions testing. LOTS of violations. CAA, CAFE, NEPA, probably another six I’m forgetting. Plus even if the state blesses it? They can’t. EPA is legally empowered and required to come in and seize control from the state for being below SIP minimums.

The only way to legalize your engine swap is to federalize, which means obtaining either a letter of exemption (which you won’t get, period) or a certificate of conformity (which requires 10 cars and costs millions of dollars.) Otherwise you are in willful violation of the Clean Air Act, punishable by seizure and destruction of the noncompliant vehicle or engine, $45,268 in fines per vehicle or engine, $4,527 per sale of noncompliant vehicle, engine, or defeat device. And that’s just the civil penalties .

And yes, that means your “harmless” cat delete? Can cost you the car, over a hundred thousand dollars in fines, OH! And you can also GO TO PRISON since it’s a FEDERAL CRIME to tamper with in a manner to or to deliberately d efeat or remove an emissions control mechanism on any emissions controlled motor vehicle originally so equipped.

“WAAH! BUT CATS ROB ME OF HORSEPOWER!” Well if you’re THAT fucking stupid, GET YOUR SHIT OFF THE ROAD AND STAY THE FUCK OFF THE ROAD. There you go. Now you’re legal AND I don’t have to listen to the bullshit whining! Because, here’s a protip for all the d ipshits out there : defeat systems are illegal; replacement cats which function equivalent to the original part with regards to measured pollutants are 100% legal. This is why rally cars are able to relocate the cat to the end of the exhaust. If it has a cat and passes a sniffer test, that’s their ONLY concern.

Again, this does NOT apply t o any vehicles not registered or operated on public roads OR vehicles past a certain age OR vehicles which use a combination which has a valid certificate of conformity. States are the primary enforcement, and legally   MUST enforce standards equivalent to federal at the minimum. If the state fails to enforce, THIS DOES NOT MAKE IT LEGAL, and the EPA retains the authority to come crush your car.
